Are there any instructions on how to install (compile) it to use it on Delphi 7?

There seems to be a package folder for D7

Tried to install package on folder D7 👍
[Fatal Error] D7_RestApi.dpk(32): Required package 'soaprtl' not found

Don't know where to find that package, im using D7 enterprise.
