Where does resolver.hooks.file come from in the ModuleScopePlugin file?

Hey all, I'm trying to use the ModuleScopePlugin as an example to build a similar plugin with different constraints for a closed-source project. Copy/pasting the code into my Webpack config throws the following error:

Cannot read property 'tapAsync' of undefined

The error is happening on line 22 in ModuleScopePlugin.js:

create-react-app/packages/react-dev-utils/ModuleScopePlugin.js

resolver.hooks.file.tapAsync(

I've read through the Webpack documentation and even peaked through their source code. I can't find hooks.file anywhere. Where is it coming from? I know there are ways to create custom hooks with tapable but, again, I didn't find any evidence of that in the create-react-app codebase.

The plugin needs to be added to resolve.plugins[] in the webpack config.

Thanks! Yeah I guess the question was more where did the file hook come from... there's no documentation that I can find anywhere that mentions that hook. Is it a custom one that CRA creates somewhere, or am I just not finding the right docs?
