Setting OWIMapLayerGSheetUrl to empty string makes the plugin not work.

Setting the OWIMapLayerGSheetUrl option to "" will disabled the plugin.

However, removing the option from config.json is fine and the plugin will still work.

it always needs to have a value, can't be an empty string, so as you noticed is better to completely remove the option
