Bug: Access denied error doesn't isn't displayed when editing owner in security permissions #8154

Description

In file explorer a folder I was editing had an access denied error when changing the owner, for files it will keep the old owner and stay the same when click ok and reopening.

Steps To Reproduce

1. Open a restricted folder (eg. C:/Windows) properties page
2. Open security page
3. Open advanced
4. Change the Owner user
5. Click Ok
6. See nothing happens. Reopening the panel will have the original owner

Expected behavior

UAC prompt should be displayed asking for admin access
