Bug: Changes made on the Properties page did not take effect.

Description

When I change the properties of files that require administrator permission to access, some of the changes do not take effect.However, the same changes can be made normally in Windows' built-in File Explorer.

Steps To Reproduce

1.Oopen a file that requires administrator permission to access (such as C:\ProgramData\Microsoft\Windows\StartMenu\Programs\Steam\Steam.lnk)
2.Right-click and select Properties
3.Change settings like "Shortcut → Run as administrator" and click Save, the changes do not take effect.

The existing admin property handling we have won't work for lnk files. It seems that for lnk we will need to create a new elevated lnk to replace the original one.
