Move Maven Artifact Publishing From GitHub Packages to Maven Central & OSSRH

Currently, public forked repo PR builds are failing becasue it relies on GitHub Packages for resolving Maven dependencies. To fix the public fork build:

• Publish all releases to Maven Central 

• Publish all SNAPSHOTs to OSSRH Snapshots and not GitHub Packages (update pom.xml snapshotRepository, these should point to https://s01.oss.sonatype.org/content/repositories/snapshots/ not Github)

• Remove maven.pkg.github.com from  so dependencies can be resolved automatically by maven without trying to fetch them from GitHub

Maven packages on public repos usually don't require credentials to read from.
Maybe the approach to take is to publish packages to both Github and Maven Central package locations?
