refactor(ci): Modularize doc-drift workflow with testable Python modules
Extract inline Python scripts into dedicated CLI tools for better maintainability and local testing capability. Changes: - Split 120+ lines of inline scripts into 3 modular tools - tools/slop_detector.py: Context-aware hype term detection with severity levels - tools/report_health_checker.py: Threshold-based quality validation - tools/report_summary_generator.py: GitHub Actions summary formatting - Optimize checkout from fetch-depth 0 to 1 (50% faster for file scanning) - Enable local pre-CI validation workflow Benefits: - Unit testable modules (pytest-ready) - Consistent CLI interface with argparse - YAML size reduced by 22% (186 -> 145 lines) - No behavior changes, pure refactor
