Category not found when importing CSV - probably a locale issue

I want to import articles from a CSV file. Some articles belong to the category "Öl", but this category cannot be found by the import page, although it is contained in the list of categories.
My theory is that it has to do with lexicographic sorting in locales. In the article list of an open order the category "Öl" is placed after "Würzmittel". That is, I guess, sometimes categories are sorted with respect to the low-level character encoding, but searched with respect to locale-aware comparison.
