Improve the title of this documentation section, and
improve the organization of pages
to separate end-user, high-level documentation and examples from developer documentation and specs.
This Sphinx build is the first migration step for the stdlib documentation.
It keeps the existing Markdown pages, adds a preview-only HTML build, and starts
introducing generated API reference pages alongside the existing specifications.
