Gateway does not respond with ICMP error messages for packet too large

If gateway gets or makes a packet that is too large to send, we should reply to the sender with an appropriate ICMP message so that Path MTU discovery can work.  This is lower priority since the gateway MTU is almost always larger than the host and internet MTUs so it is unlikely to be an issue in practice.  But we should do the right thing anyway.
