manage firestore extensions in copyback #316

Copyback needs to

  • uninstall firestore extensions on phaenonet-test before importing data
  • remove bigquery data before import
  • reinstall extensions after importing data
  • do initial data import to bigquery

example for initial import:
npx @firebaseextensions/fs-bq-import-collection --non-interactive -q false -P phaenonet-test -B phaenonet-test -l europe-west1 -d firestore_export -t observations -s observations
