You are not restricted to Colab, you can use any Python IDE to run the Scenario Planner.

However, please note that Colab handles Google authentication natively. When running the planner in a different IDE, you will need to manually handle authentication and define the proper API scopes. This is necessary because the Scenario Planner's output data must be stored in Google Sheets to power the final dashboard in Looker Studio. You will typically need to use Google Cloud Application Default Credentials or a Service Account for this setup.
