Make AI.startLiveSession take a GoogleGenAITypes.LiveConnectConfig

Currently, we can only pass in function declarations so we can't enable googleSearch.
This moves the `[{functionDeclarations}]` part of out Gemini.ts and lets us pass in other tools like googleSearch.
