Claims registry

Claims registry #229

Workflow file for this run

name: Claims registry
# Two triggers, two distinct roles.
#
# `pull_request` **filtered on `.worktrees/prises/**`**: a session that places or releases a claim
# is checked on the spot. The filter is essential — without it, a claim someone else forgot would
# block PRs that have nothing to do with it, and a check that punishes the innocent ends up
# disarmed.
#
# `schedule`: a forgotten release shows up in no PR, by definition. It is the daily sweep that
# catches it. A scheduled workflow failure notifies the repository owner, which is the only channel
# that asks nobody to go and look.
