NO-ISSUE: allow empty commits in deploy workflow (#134)
Adds `--allow-empty` to the `git commit` in the deploy workflow so that deploys with no content change (e.g. a no-op trigger commit) don't fail. This also unblocks the current stuck GitHub Pages build on atlas. Co-authored-by: Lauren Gottberg <lauren@gradienthealth.io>
