Add rule for introducing abbreviations/initialisms in capitalization; also see if we need to make any update to inclusive writing section

Looking at Writer's Toolkit, I don't think there's really an update that needs to be made here.

The inclusive writing page provides the guidance for how to introduce acronyms.
The capitalization page provides guidance for how to format them.

Having re-read the meeting notes, I'm not sure what else there is to say.
