Allow users to make Public shelves

What's Your Idea?

Add a Create Public Shelves permission that can be given to any user.

Why Would This Be Helpful?

So friends and family can make shelves and share them with each other. At present only Full Admins can make Public shelves.

Anything Else? (Optional)

Ideally it would work for both regular and Magic shelves

It would be useful to show the creator's username somewhere. Perhaps not in the sidebar for space reasons:
Sci-fi I recommend! [alice] 28
but could be in a tooltip there, and displayed in the header when viewing a shelf

I would add to this the ability for users to edit (add / delete books) to an already created public shelf.
