Create Staff Tier 2 Role

Right now, there is only one "staff" role with complete admin access to the dashboard. Since we are adding application review to the dashboard, we will need to provide staff accounts to everyone on Hackboard 13 (roughly 35 people) to complete application review. This many people should not have full unlimited "Staff" access to the dashboard, as there is too much room for error with Hackathon settings, sending acceptance/rejection emails, and updating people's statuses. I think we should make a staff tier 2 role of sorts (not sure what to call it) with ability to check people in via the check-in page, view the search page, leave reviewer comments, and everything else besides the sensitive items listed above (maybe a few more?)
