Remove the "other issues" issue template

Is your feature request related to a problem? Please describe.
Issues get disorganized when people are not forced to follow a template and can miss critical information — not to mention it can be more difficult to understand the reason for the issue. Having a template is useful for understanding what to do with the issue, collect critical information, sort, prioritize, and search for it.
