ESAC needs to be removed from HapiServerBase

Out of convenience when debugging I got into the habit of putting specific server code into the HapiServerBase. I've extracted the CDAWeb code to its own project, but not the ESAC code, and this should be done.

I think one example server should be left in the code, so that groups who wish to experiment with the code have an example, but this should be an obvious implementation.

I've verified that the code is still in src/main/java/org/hapiserver/source
/tap/
