Network-Aware global scheduler

Develop a global scheduler, which is able to use network information of containers (e.g., virtual IP addresses, network usage, etc.) to co-locate containers and minimize monetary and time cost in data transfers among containers, Specifically,

• Query and store virtual IP addresses of containers from Marathon (Query and store virtual IP addresses of containers from Marathon #37)
• Develop a monitor that collects network usage from the DC/OS agents and sends to the container scheduler (Network monitor for collecting network usage from the DC/OS agents and sends to the container scheduler #38)

This works as an example of #30
