Publish to test server

As a start, we want to whitelist the Skjemabygger-users in Helse Vest so that they can publish changes on their forms to a test environment.

The user interface can look something like this if the user has access:

If a user not on the witelist tries to publish, they should get information that they do not have access to publish.
