Docker image with file persitent configuration?

IS it possible to also provide and maintain a docker image with persistent data (simple file system/volume)?

the project is focused on providing a test environment as a non privileged container, this makes it hard to provide a persistence layer not only for /etc/ceph and /var/lib/ceph but also the OSD-Block-devices
