Notify user about valid due date format in Bulk Count CSV upload

Description

Currently, when the due date in the uploaded bulk count CSV file contains a forward slash ('/'), the status of the file remains set to "Pending" and is never processed. However, if a hyphen ('-') is used in the due date format instead, the file is processed successfully. This information is not communicated to the user, leading to confusion about why the file remains pending. A clear notification should be provided to the user regarding the acceptable due date format.
