Consider setting up Dependabot to manage GitHub Actions dependencies

Related to https://github.com/huggingface/swift-transformers/issues/301

When making changes for #59, I noticed that this workflow is using an old version of `actions/checkout`. Dependabot can help automate the process of keeping these up-to-date.
