FWIW telegraf v1.19 bug

Configured MQTT plugin [[inputs.mqtt_consumer]] in telegraf.conf but lost a day trying to get the topic showing as a tag in Influxdb.

[[inputs.mqtt_consumer.topic_parsing]]
topic = "xxxx/+/+"
tags = "/sensor_id/

Turns out telegraf v1.19 has an logged issue with this and it was fixed in v1.24 (for the life of me I cannot find that issue again here in github)
