Description

As a Besu Dev, I want to understand the interaction between ipv6 and peering so that we can make recommendations to users.

Acceptance Criteria

Does enabling ipv6 (eg on docker config) improve the quality of peers?
Is this different for different testnets? Mainnet?
If so, we should make recommend for users to enable ipv6 as appropriate (either by updating the docs or docker images)

None of the mainnet/testnet bootnodes are IPv6
