When interacting with the hyprbar on a floating window, pointer events appear to pass through to the underlying window.
This causes issues such as drag operations stopping when moving floating windows via the hyprbar and passing over interactive elements in the window behind.

Issues only occur when both windows are XWayland
The issue with draging does not happen when using SUPER + mouse1 on actual window, only on the bar
stay_focused window rule does not change the behavior seen in the video
