CI: add Python 3.6 #13
Description
According to https://raw.githubusercontent.com/actions/python-versions/main/versions-manifest.json, Python 3.6 requires Ubuntu 20.04 not 22.04 which is currently ubuntu-latest.
Maybe specify matrix for distros?
