atlanta: first public release

parigot is a tool to make building microservice-based applications easier. It solves many of the practical problems that developers facing in building microservice apps--which are really distributed systems. Some examples of this are:

• Flaky tests due to timing and dependency management issues
• Unexpected startup ordering causing problems both for deployments or tests
• Logs are spread over many machines and the timestamps can be mismatched between machines (no causality guarantee)
• Running multiple different programs prevents the use of debuggers

This release focused on the ability to run a set of microservices in a single program (single process) rather than as separate programs over a network.
