How to filter by city?

At this time this is not possible. Only admin can define the starting point (where the map center is) and also set a hidden term for geolocation. Check component's options for more details

In this case, a good tip is to make a website for each city. Just put a link to every home town before entering the site itself. What do you think?

Yes, it's a good starting point. Keep also in mind that we are going to make the component to be open311 compatible. That means you will be able to merge / copy / move your issues not only among your cities (thus creating a big map with "everything" inside) but also to other services (even not Joomla based) around the world.
