Replace osm4scala with openstreetmap.osmosis. #409
Description
There seems to be some problems with the version osm4scala that is currently used. osm4scala uses a deprecated dependency from the openstreetmap.osmosis project.
With this issue, we switch from using osm4scala to directly using the openstreetmap.osmosis project.
