Update valid_regions allowed in bookkeeper config files

Need to update "valid_regions" allowed in bookkeeper config files, namely compound names like "lyalya_lyalya" instead of "lya," and "qso_lyalya" etc. This causes an issue in attempting to change the time allowed for dmat and xdmat slurm arguments, does not propagate from config to shell scripts. Workaround for now: use "all" to apply time limit changes to lya and lyb for dmat and xdmat slurm args.
