Toggle key exchange not working

With the current setup, Toggle gets the right credentials as soon as a user is created during Octoprint firstrun/wizard. However, the credentials are not valid until a restart of Octoprint has happened. Once an OctoPrint restart is done and then a toggle restart is done after that will the credentials be valid.

A workaround is to restart octoprint
systemctl restart octoprint
and then restart toggle
systemctl restart toggle

It is possible to create a user through the OctoPrint command line interface. The command must be run as user debian though.

Unfortunately this does not trigger a reload of the user database.
