Empty query is considered an error

Why is empty querystring considered an error?
I don't see any reason to make it special case.

Just encountered this as well. I expected to get an "empty" UrlEncodedQuery that would always return None on .get calls. Since this is an error, I can't support parameterless URLs unless I rewrite a bunch of code.
