Coupons and minimum order value

I've a 15 € coupon with a minimum order value of 15 €. My cart shows only 5 € total but nevertheless it's still possible to add the coupon code. The coupon value isn't calculated or visible (in the cart overview) but it's used then and the user gets a message "You coupon XY was added". When I change products in my cart again to get 15 € in total, the coupon appears.

I think this is the "correct" behavior, the problem lies somewhere else. Imagine the customer first has 15€ in his cart but then removes it. The coupon would still be there (but not applied).

The solution should be to show the applied coupons, and then we can also tell the client why it's not applied.

@aschempp I have a similar problem with min. Products.

I have one product in my Cart. The Rule is allowed for 2 or more products. If I add the Coupon code. the rule is accepted and apears if I change to 2 products.

Reproducible with 2.1.8

I think this happens with each Rule condition?
