Cyberduck CLI almost always crashes on startup

9 times out of 10 Cyberduck CLI on Win 10 crashes on startup, even with a simple command like 'duck --help'

There are two entries in Event Viewer. This is from the .NET runtime:

I already uninstalled both Cyberduck and Cyberduck CLI and removed all references to both I could find in the file system and registry, then reinstalled both. That didn't fix the problem. Any idea what's happening?
