Allow changing order in which data elements

Allow under settings to randomly show the order of questions. This is in particular for the Knowledge checklist, but should be adjustable based on the setting on the DHIS2.
First pass: Random question
Second pass: Random options + random elements
Third pass: Selection from a list of data elements (number)

One idea to test and implement is to have the program stage data elements, all be their own section. And in the section management, we create a sort order using a script daily or hourly.

The caveat is that with offline data entry, the random order will not appear.
