Enhancement: Unpurchased parts count as unlocked for PartUnlocked #725
Description
When playing with "parts require entry purchase", parts that are researched but not bought will not trigger contracts.
Thus there will be no incentive to unlock the part from the contracts.
For example:
- No docking contracts as there is no docking port unlocked.
- Me not unlocking the docking port as there are no docking contracts.
Could it be possible to ignore the entry purchase when cheching PartUnlocked requirements?
