What happened:

Cannot set a file as read-only.

How to reproduce it (as minimally and precisely as possible):

Right-click a file in File Explorer, check the "Read-Only" option and save. Reopen the file property dialog the Read-only checkbox is still unselected.

We use ioctl to set the file as read-only in Linux, we can also use the same flag for Windows.

btw, this is rather a feature request than a bug.
