[feature request] Enable github actions #28

I just find GitHub actions for this repo have not been enabled yet.

I suggest that we enable GitHub actions for this repo and also add CI tests.

Issues like #27 should be covered by CI.

[edit:] I mean the pre-built wheels, will also add the actions.
