Add support for Windows on ARM64

The new Snapdragon Elite PCs running Windows 11 are quickly becoming popular with both consumer and professional users. OpenWebStart is used for login to e-gov services in some countries. Are there any plans for an ARM64 Windows release of OpenWebStart?

We could consider this for the next release in May

We do not have a Windows ARM64 machine to test. Moreover OWS, bundles Java 8 and there isn't a Java 8 for Win+ARM64. Therefore we cannot build an OWS installer for WIn+ARM64.
