Many kselftests not being scheduled

Not had a chance to investigate this properly yet but in discussion with one of the mm maintainers about the mm selftests I realised that they had not had any jobs scheduled for some time (looking at my lab I think that's since October). I think the issue is that the kselftest builds stopped so any tests that need the config fragments never get triggered but ICBW.

Jobs do seem to have stopped since October, last job I can see seems to be on 13th October. The commit around that time to me that looks like it caused it: kernelci/kernelci-core@fdc7c8754

I wonder if the rules have caused the kselftest jobs to be blocked. I can see rules[fragments]: attribute 'fragments' not found appearing in logs.

The fix I can think of is:

I am not 100% sure this will fix it, but it does remove a redundant rule anyway.

I have put a PR up: #1415 I will triggering staging see if it fixes it.
