Officially support Python 3.8, 3.9, 3.10, 3.11 on PyPI

PyPi only lists support of text-unidecode to Python <= 3.7. I would like to see text-unidecode officially supporting newer versions - Python 3.8, 3.9, 3.10.

From my testing, text-unidecode==1.3 works with Python 3.8, 3.9, 3.10.
