Opt-in campaign only sent 60 emails. How to send emails to the people who have not received one yet?

Only the first 60 or so opt-ins got sent. I looked into the log on listmonk and looks like the rest got an error like this:

error sending message in campaign Opt-in to My Email List: subscriber 214: 450 4.7.1 Error: too much mail from xx.xx.xx.xx

Is there a way to send more optins to the people who didn't receive one yet? I'm afraid doing a second opt-in campaign will just send emails to people who already got them.

listmonk sends in the reverse order of the list. So if you click on the list, then go to the last page of it, it sends to the last person on the page first.

If you download the list, it sends from the first person in the CSV. So you can remove the first 60 people.

Are you saying I should remove those 60 people from my email list? But I don't want to remove my subscribers from the first 60 who opted in. Or is there some way to remove people from the opt-in campaign? I don't see how to do that.
