feat: Add Slider Component to Oat

Currently, Oat supports form elements, including input type="range". I was thinking about adding a separate slider component to support additional features like vertical mode, range (min–max), multiple thumbs, and disabled states.

@knadh do you think this is something we should explore now, or is it not necessary at the moment?

I’m really interested in contributing more to Oat, and I’d love to work on this feature if you’re open to it.

<input type="range" /> supports min, max, step and disabled. Vertical is as simple as adding a CSS rotate() rule if someone wants that.

Multi-thumb range slider can be useful, but it'll have to be done by stacking 2 <input type="range" />s together and hacking it rather than creating a custom slider from scratch to keep it simple.
