Chatted briefly with @yangwao that it would be better to have scopes of people who would take issues which they can cover the best.

As an example, currently there's QA guild focused heavily on testing the user experience and they still get assigned to tasks which don't change functionality (code only)

Mergify seems to allow code owners being allocated based on PR labels, which could be the way to go:
