Server errors if caches are not ready

Currently if you start the server with an immediate request it always fails because caches have not loaded. This happens even if file caches are present.

I'm running this in a stateless environment so new requests are always new server starts.

Here's a PR that will wait up to 30s for the caches to appear before it errors:
