alb.ingress.kubernetes.io/ssl-policy's default value is None
but We should Update TLS to version 1.2 or higher

We should update alb.ingress.kubernetes.io/ssl-policy's default value to ELBSecurityPolicy-TLS13-1-3-2021-06

@riita10069 , We already have a default-ssl-policy controller flag which has a default value as ELBSecurityPolicy-2016-08. Changing default now would be a breaking change for existing customer. You may use this controller flag for now to set your default policy.
