With the new security initiatives affecting MS Tenants in building Azure Clusters using CAPZ deployed in KIND, local development has been completely reliant on testing via PRs.
PR approach is resource intensive, and also doesn't leverage Tilt.

So to unblock ourselves, we have started with the below approach.

Enhancements being tracked at #5448
